GRANDVIEW — The 29-year-old Grandview man that was killed after an officer-involved shooting on Friday, Feb. 17 has been identified as Luis A. Birrueta, according to a press release from Captain Shawn Boyle.
Officers from the Grandview Police Department responded to a noise complaint at 11:28 a.m. on the 400 block of Avenue J. The call mentioned a naked person was armed and causing a disturbance. Upon arriving, Grandview officers requested mutual aid from nearby agencies including the Yakima County Sheriff’s Office, Sunnyside and Mabton Police Departments, and the Washington State Patrol.
Birrueta shot his weapon multiple times, according to the press release. At approximately 12:17 p.m., police radio call notes indicated that the male and a law enforcement officer discharged their firearms. It is unclear who fired first.
According to the release, Birrueta was struck by gunfire and fell into the residence, where law enforcement officers attempted performing life-saving measures. He is reported to have died at the scene.
According to the Yakima County Sheriff’s Office, Deputy John Duggan is on administrative leave per department policy pending an administrative investigation after it was determined that he fired his weapon during the incident. Duggan has 12 years of law enforcement experience and has been employed with the YSO since 2014.
Detectives assigned to the investigation are continuing to review video evidence and work to coordinate interviews with witnesses.
